Preliminary Funding Adjustments (sent July 20, 2026)
2026–27 Workforce Innovation and Opportunity Act (WIOA), Title II: Adult Education and Family Literacy Act (AEFLA)
Dear Adult Education Administrators:
Each year the Adult Education Office (AEO) strives to distribute all available federal funding as close to July 1 as possible. We also do our best to minimize the issuance of amendments. The primary goal has been to increase grantees’ ability to fully expend their grant award before the end of the fiscal year, thereby reducing the amount of unclaimed funding. These carryover funds have historically been redistributed in future years and routinely included in initial awards. As a result, they have often supported one-time funding activities such as positive employment outcomes, matching identifiers, and higher payment point values.
The preliminary projections and processes used thus far for 2026–27 have been made with the intent of meeting this goal; however, while California's 2026–27 federal allocation has been received, funding currently available for expenditure is less than the amount reflected in the preliminary awards. The AEO is currently revising preliminary projections to reflect only funding currently available for expenditure. Those details are being finalized and will be shared when available.
We recognize that this information may raise questions and concerns, which is why we are sharing as much information as possible at this time. The AEO will continue to monitor any changes that could affect available funding and will communicate updates as information becomes available.
