Support and Office Hours Available for CIP (sent April 7, 2026)
2025–26 Workforce Innovation and Opportunity Act (WIOA), Title II: Adult Education Family Literacy Act (AEFLA)
Dear Adult Educators:
As the program year heads into its final quarter, the Adult Education Office (AEO) appreciates the leadership and attention you continue to bring to this work. The weeks ahead focus on closing out year end requirements while also preparing for what is next, helping ensure continuity and readiness across programs.

The Third Quarter ECR opened on April 1, 2026, and claims are due April 30, 2026. Additional deliverables that are due this month include:
- Third Quarter Data, TOPSpro® Enterprise
- Third Quarter Data Integrity Report
- Employment and Earnings Follow Up Survey
- CIP
- Recertification for Citizenship Interview Test
- Final California English Literacy and Civics Education Objectives and Additional Assessment Plans (COAPP) Selections

Although the Final ECR is not due until August 1, 2026, agencies will be required to report Workforce Training and One Stop Infrastructure expenditures as part of the final claim. Agencies are encouraged to begin compiling this information now to support timely and accurate submission.
Questions regarding reporting requirements should be directed at your assigned AEO Regional Consultant.
Virtual Office Hours sessions are available for agencies that want specific guidance or feedback on their CIP goal before submission. Register now.
The next sessions are April 10, April 24, and April 29, 2026. Sign up early to ask questions and get added support in your CIP planning and review.
Additional guidance to support end of year closeout activities is expected to post early this week. Agencies are encouraged to monitor the CDE WIOA, Title II: AEFLA Grant Information 2025–26 web page regularly for updates, timelines, and reminders.
We will be discussing preliminary federal Fiscal Year 2027 budget projections at the Tuesday, April 7, 2026, Statewide Networking Meeting, beginning at 1 p.m. Registration information is available through the Adult Education Professional Development Calendar.
The Course Approval module for Program Year 2026–27 is in its final testing stages and will be released soon. As a reminder, pursuant to California Education Code (EC) Section 51056, K–12 school districts and County Offices of Education are required to submit course and program approvals annually for CDE review.
Course approvals must be submitted no later than June 15, 2026, before the start of instruction for Program Year 2026–27. Agencies may submit revisions for courses offered during that year through March 31, 2027. Course approvals are required for agencies receiving WIOA and California Adult Education Program (CAEP) funding.
CAEP consortia members are encouraged to communicate course approval timelines with partner agencies and to support non WIOA adult school members in obtaining access to the reporting site to ensure compliance. An exemption for non instruction is available.
Failure to meet course approval requirements may impact future funding (EC Section 52515).
Agencies anticipating leadership or staffing changes at the close of the program year should update their Agency Contacts as soon as possible. Each agency must maintain access for a minimum of two staff members who should regularly be accessing the reporting site.
Maintaining current contact information ensures accurate Grant Award Notifications and supports effective communication for the upcoming program year. Reference materials for OAR Administrators are available within the Resources section of the reporting site.

CCAE State Conference 2026
April 30–May 2, 2026 | Sheraton San Diego Resort, San Diego, California
The California Council for Adult Education (CCAE) State Conference brings together adult education professionals statewide. Sessions address instructional practice, program leadership, policy updates, and innovative strategies supporting adult learners across K–12 adult education and community college noncredit programs.
